Guys, Obito can go intangible in his dimension, too. It'd be the same principle in both dimension, when Obito absorbs his body in the other to make his bod immaterial. But in this case, it was a fight including only him and Kakashi, also on a more personal basis, so they both stood in this dimension insulated from the rest. If he was to absorb parts of his body to go intangible, they would appear in the middle of the battlefield.

Really, any shinobi with decent enough taijutsu and ninjutsu could take him down. And some with superior tactics, like Zabuza and his Hidden Mist/Silent Killing, stands a good chance at taking him down as well. Without Kamui he's still a strong shinobi. But he drops rapidly down the poll.

I don't see how can he use the GM in the Kamui dimension.

The problem is that Obito had a lot of abilities but was never actually skilled shinobi. Kabuto leant him 6 jinchuurikis and Obito was so inept that he couldn't hold his own against Gai, Kakashi, Naruto, and Bee, despite having mokuton, rinnegan, and sharingan. He has mokuton but it's near or lower than the level in which Yamato performs it. He doesn't use the rinnegan in combat. His taijutsu is mediocre. His genjutsu seems goodish, but no where near the level of Frog Song or Tsukuyomi. It seems like Kurenai might be able to stand toe to toe with him in genjutsu. His firestyle wouldn't put down most top tiers people people would like to put him up against. And even with Kamui, he still needs to defeat that person after he has taken them to the kamui dimension.
The one trump card that Obito actually does have is the Gedo Mazo.
What you're upset about truly is that of what Obito could have been rather than what he was. But he was never a particularly skilled ninja at anything.

When it's against the antagonist, 9/10 (especially in Obito's case) no.
Let me ask you a question, how was Madara able to use the Paths abilities. How was Nagato able to use the abilities?

He was taught by Madara himself in the techniques of the six paths, Uchiha Kinjutsu and Izanagi. He was Itachi's mentor. Tell me again what means not skilled.

Most of the Kage, any Akatsuki except Hidan and Zetsu. He was worn out before the fight with Kakashi and was at a serious handicap. Kakashi was rejuvinated with a cloak though.

A full speed Naruto can blitz him with Rasengan before he even knows it. They have around the same chakra banks, and if Naruto can stalemate Madara or at least hold him off, there's nothing stopping him from beating Obito, and he's already shown a weakness to speed.

Hashirama isn't really arguable... people assume he's an average speed shinobi, but he's actually very fast and has Minato-level reflexes. Obito can't touch him, but Hashirama has a counter for everything he uses and even more offensive power that Obito can only hide against.

Madara is the same as Hashi.

Kakashi has already done it.

And Sasuke is too deep to go into... but if anybody wants to know, I could give a few reasons.

And A is pretty much like Naruto and Minato; can speed blitz him with an instant KO punch.

EDIT: Just read your conditions... well, Tsunade, A definitely, Itachi, Sasuke for sure, Kabuto maybe, and a lot of others.

Things Obito can do without Kamui:

Wood-Style: The only time he's ever used it in combat was when he was fighting Anbu Mist...and he was completely mad with grief at the time and happened to to be wearing a zetsu suit that made up 90% of his total strength and power at the current time. It's safe to say he doesn't have Hashirama level or even Yamaoto level Wood Release.

Rinnigan: Apparently may or may not have a large enough chakra pool to make effective use of this very powerful dojutsu. As he never used its individual powers.

Taijutsu: We've actually seen very little taijutsu feats...he has no need to dodge when he's using Kamui so his Taijutsu is only proficient enough to supplement his Kamui.

Genjutsu: Fairly proficient.

Ninjutsu: we've only seen fire balls from him. But it seems that he can preform them...however, we have not seen any great feats of actual ninjutsu from him. He mostly relies on his kamui ability to surprise and capture people.

If you can't under stand the difference between having a lot of hax moves vs being skilled then I shouldn't waste my time explaining it. It's not a difficult concept. If person A is a trained marksman whereas person B is a random untrained guy with a nuke. Person B can do way more with that nuke, but that doesn't make person B in the least bit skilled.
Similarly, Obito's basic shinobi skills are not very good.

You crack me up my friend. The only genjutsu that has ever effected Orochimaru is Itachi's. The reason for that is Itachi's genjutsu is miles ahead of any one in the manga. Obito's base genjutsu would not do shit.
