Once again, if we're talking Nagato, then there are no other bodies, except his own, to speak of so he looses to genjutsu specialist anyday of the week.
And If we're talking Pein, well in that case, Itachi is more than capable of dispatching each and single one of them and who's to say that genjutsu doesn't affect all Pein at once, seeing as how they've got no chakra flow of their own?

He had never demonstrated that ability, he was always immobolized when he was using Pein so there is no evidence to say that he could possibly do that
