Gai- 5 in speed in databooks , As he trains mostly taijutsu and speed , i'll give him this
Itachi - 5 in speed in databooks
Kakashi -4.5
Sasuke - 4.5

This might not be true. (please note the word might). Ok, firstly things have changed since the release of the databook. not much but a little. and secondly we don't have any clue how this is calculated. For example when calculating someones "speed stat" are all their jutsus included? is speed the definition of moving from sunagakure to konoha in the least time? or moving a short distance like five meters in the shortest amount of time? Are BM and KM included? Gates? Gai can open the 8:th gate increasing his speed and power way beyond what we've seen so far how can you know he is not faster than these people then? If gates are not included in calculation then neither should km bm or FTG be.
My point is that one can't simply point to a number in a book unless it's clearly stated exactly what the number in itself represents.
And about Obito at least from what we've seen in the anime his s/t jutsu takes time to perform. Meaning that if you are looking at short distances (wich in general are more useful in battle) both A, Naruto Lee and Gai might be quicker.
If we are talking short distances all jutsus included I'd give the edge to ops friends. Increasing chakra flow by opening a gate does not raise your speed to a flat number it simply increases your speed and strength, how well trained you are still affects the result. So as long as you assume that Gai without gates is quicker than Lee without gates the same would apply if both opened the same amount of gates. As long as we are talking short distances I think the ending of the list would be
4:Gai
5:Lee
6:Itachi
7:Kakashi or Sasuke.
For numbers 6-7 I am refering to the databooks for two reasons. A. Neither of these can use any jutsus (at least that I can think of from the top of my head) that increases their traveling speed. B Neither of these seems to have gained any major improvements in speed since the book was written.
