I know were to find them and ive read all the restrictions etc etc my question to anyone who can help...if i made a Kisame bio for example...this is just an example...then what jutsu could i use? Anything he has used? Or would i need to learn then too? Also ive had no training for my personal bio no free senseis i have battled tho anyway what water jutsus could i use?

I know you can have all the E rank jutsu but as far as I know you have to learn all the jutsu.

No, you must train in Water.

not quite. only bios with "Can only be used by 'so and so' ", or that have special abilities that are not taught by sensei/sempai's can you do this with.
