1. Applying, concentrating and focusing chakra towards your feet won't help you much when there are debris flying towards you at great velocity.

2. Just because we didn't see Katsuyu there with those ANBU guys, doesn't mean she wasn't there. Ever heard of a term called "off-panel"? It's pointless and a waste of resources to literally show Katsuyu covering everybody, when it can easily be implied that way.

I doubt it works that way, when Naruto was in 6 tails mode, his chakra seemed to weigh down the ground beneath him too.

Nagato can pick up the ground if he wants to. If sending chakra to your feet worked, everyone would have used it.

Not to mention the pull of Bansho Tennin and the force of Shinra Tensei is strong enough to counter that. Sending Chakra to your feet doesn't mean you can't be pushed from that spot.

Perhaps it depends on the scale and target of Shinra Tensei.

From the looks of it, Pain can choose what area gets affected by his repulsion and attraction =pulling the nail/Nagato only affecting the area infront of him when used against Itachi, Naruto, and Bee)

If it involves only affecting the opponent then it might work unless the force is strong enough to rip their body from their planted feet.

If it's like the one used against the village then the ground they're standing on will be flattened or launched along with them.
