I want to apologize in advance if this doesn't seem to make much sense but I'll try to be as clear as possible. It's just some rambling/thoughts, it's imperfect and might lack logic but... Here we go.
EDIT: I'm NOT saying chakra sensing makes you top tier. I mean the opposite, rather.
Ok so we've all seen Obito saying that he sensed Sasuke gathering chakra in one eye, and at first I was like, man, so Obito is a sensor now, too? But then I realized that this actually makes a lot of sense.
I wouldn't be surprised if SO6P turned out to be a sensor as well, it's pretty logical. After all, he was the first to "discover mysteries of chakra", so in addition to seeing it with a Rinnegan he could have probably sense it, as well.
Also, Naruto gains sensory skills in SM, thanks to natural energy. Ino could sense natural energy in little Juubis. Juubi was natural energy itself, and it created chakra. That means that natural energy and chakra are not so different, and SO6P could probably sense natural energy as well, and maybe negative emotions, too.
Among Senju and Uzumaki (who are Sage-related on the "body"/younger son side) there are some people with various sensing abilities, such as Hashirama, Tobirama, Mito, Karin, Nagato. Besides, in Part I, it was implied that everyone can sense chakra if it's particularly strong.
So to sum it up, I think it would have been logical if sensing abilities were attributes of really strong ninja who are distantly related to the Sage ("body" = natural energy = chakra = closer to nature/chakra => chakra sensing), and maybe some who received special training.
However, sensing skills were first introduced as fodd-- I mean, supporting ninja skill, and those who had them were ninja with no almost real skills/strength in combat. The most laughable example would be Chukichi, the big guy who was resurrected along with Deidara, Sasori and Shin who literally stood behind the tree the whole time. Most sensory-type ninja constantly got owned and it left me with an impression that they were generally useless.
And then, when important, strong characters started displaying sensory skills, I did not like that at first, thinking, "Oh, come on, everyone is a sensor now, huh?". It started to seem like a plot device every time, because a character sensing something seemed to come up whenever it's convenient. But then it hit me (refer to the beginning of the thread).
And now I think that it would have made more sense if Kishi "reserved" sensing skills for exceptional ninja who are, figuratively and literally, closer to god (Sage). After all, Karin, who was later revealed to be an Uzumaki, was said to be unique at her debut.
