3. You can't. Your rank means nothing, you just can learn more jutsus, but you have to learn them from your sensei's. :|

but your bio says only up to C rank of those elements and of course you can do A rank jutsu if your jounin but they have to be taught to you dude so don't get a temper :|

they are right..if you havn't been trained in the jutsu's you can not do the jutsu's, no matter what rank you are
