Isn't Kuma a cyborg? At least that's what I remember in Thriller Bark. And Can't Kid repel and pull metal? Why exactly did he need law to fight him again?

Logically speaking, there should be a limit to the weight of which he could magnetize (Pre-TS). Hence it makes sense if he couldn't have done so the Pacifista.

^^This. Plus there may be a limit to how much metal he can lift in one pull. I mean if it's all connected, it's a lot harder to magnetize, etc.
