Well Kizaru did theorize that he probably wanted to see what the other side was like.
However he does have some history with Kaidou and maybe being a Marine wouldn't allow him the freedom to go after him.

The child was not caught into DD's Birdcage and when he saw the carnage, he fled till the nearby marines found him and took care of him. This child was nearly certain X-Drake and the captain of the pirate crew that bullied him, was probably his father based on his looks.
