The gap between Luffy and Zoro has always been portrayed to be minimal until enies lobby and the conception of gears that put Luffy a step forward, but during the same enies lobby arc where Luffy created a gap with Zoro, Oda decided to destroy one of Zoro's sword to give him a power-up in the following arc that gave him huge boost in attack power and defense and decided to use the same power-up of gears(or rather the drawbacks of gears against Moria) to hype up Zoro's endurance. Later on he assigned them in the supernova group and made them train against top tiers during the timeskip and until dressrosa, they had a lot of parallels in terms of combat. Clearly Oda never really stepped aside Zoro that much in comparison to his captain. Not to say however that Luffy isn't stronger. He clearly is
