The only possibility of wind element can overcome any fire elements is through suction type funnel and unleashed it to outer space. Its like kamui but only through physical transition to another part of the world or out of the world.

I honestly think thats its going to increase amaterus's power because amaterasu is a fire element while rasen shuriken is a wind element

Here's the only way that could happen-

In any normal clash situation like above, the wind would only intensify the fire. But if Naruto because able to create an outwards forcefield towards the water that would be able to shift it's shape, once it makes contact it would be able to engulf itself and wrap it's around around the fire and shrink to depletion, degrading the flames along with it...

if that makes sense.

amaterasu is highest level of flames so no way rasen shuriken could do anything against it,but i wonder if some water jutsu could go against amaterasu?

No, it would probably make it even stronger as Amaterasu is the highest level Fire Release technique, and a Fire is strong against wind because the air feeds the flames.
