No, it's not almost unusable. First off, if your fighting in a thunderstorm or in rainy/storym conditions(which is bound to happen in the life of a ninja) then the preparation is non existant. In fact he could spam it. Furthermore, current sasuke can spam enton(far more than itachi could in their fight) so the preparation time is reduced drastically.

Indeed, IF there is a thunder storm, then it can be used immediately. However, he STILL can't spam it, since usage of Kirin disposes of thunder clouds (all of the charge stored is used for the technique). So he still could use it only once and would need to prepare it all over again after that. Hardly a technique I'd call versatile.

Oh and btw, how do you know sasuke developed it when he was 16?

Just like we don't assume Kakashi could use Raiden and raiton bunshin in part 1 or Kakashi Gaiden, we don't assume Sasuke could use Kirin before its debut. And he used it for the first (and only) time when he was 16.

I don't know about that. I think it's pretty obvious kakashi could use raiden or raiton bunshin earlier, but whatever. The point is, sasuke had to have CREATED the technique before he used it. So he must have learned before he was 16.

Actually:

Katon: Goryūka no Jutsu builds an ascending airstream(mentioned in the databook)=>cumulus clouds=> Kirin
If he would use Enton, he would create a stronger ascending airstream, because it's hotter. Under those circumstances, the chance is high for another shot of Kirin, but that's just my own thesis.

Well, that doesn't make much of a difference anyway. Even if we assume Sasuke created it right after VOTE fight against Naruto, when he was 13 (and that assumption has no merit anyway), he would still be four years older than Kakashi when he developed his own S-ranked Raiton.

That is not the point you see the thirds power (quality)
Is better than sasukes raiton/lightning jutsu because of that

And sometimes quantity is better but not today you see kirin is strong and all but it has too much cons over the pros

For instance the timing of the jutsu isn't that great because you simply need very much time to prepare eb this tech

And the thirds raiton armor can be activated at wil making him fatser stronger etc.

He is one of the best imo. He has versality and destructiveness in his jutsus. He is better than 4th Raikage since he uses his for taijutsu only. He is better than Darui, because of Kirin, and chidori variants, I think better than 3rd raikage since he is more versatile but 3rd Raikage is more powerful in basic defense/offense but he has black lightning. It's ether him or Kakashi.
