I was gonna say Sasuke, but the comments changed my mind. Its probably more accurate to say the 3rd Raikage. He has OP raiton armour (ultimate shield), Hell stabs (ultimate sword), and he was the one that taught Darui black lightning which is like the lightning version of amaterasu.

Kakashi developed a highly versatile S-ranked raiton (Raikiri) at the age of 9.

But its save to say even with Sasuke's amaterasu. Madara's Katon/Fire style is the best for sure.

He developed it into Raikiri soon afterwards. Rin was already killed with Raikiri, not Chidori. He was still the same age then, which is 9.

Amaterasu is Katon. Zetsu classified it as fire-release/Katon and the japanese databook too.

It's also almost unusable due to mad preparations required.

Katon: Goryūka no Jutsu builds an ascending airstream(mentioned in the databook)=>cumulus clouds=> Kirin
Yes, Kirin is unusable.

Sorry, but I'll have to agree with the anti-Sasuke social group. Amaterasu is indeed a fire based technique but it has never been stated to be a Katon attack. Even in the databook it doesn't specifically state to be a Katon.

Raikiri is an S-rank jutsu. Chidori is A-rank.

Kakashi developed Chidori (A-rank) at the age of 9 (Kakashi Gaiden) and then improved it to Raikiri (S-rank) shortly after. The technique that killed Rin was Raikiri, as stated twice by Obito himself.

So, yeah, Kakashi had an S-rank raiton at the age of 9 or 10. And that raiton was much more versatile than Sasuke's S-rank raiton which he developed at the age of 16. End of story.

No, it's not almost unusable. First off, if your fighting in a thunderstorm or in rainy/storym conditions(which is bound to happen in the life of a ninja) then the preparation is non existant. In fact he could spam it. Furthermore, current sasuke can spam enton(far more than itachi could in their fight) so the preparation time is reduced drastically. Oh and btw, how do you know sasuke developed it when he was 16?

Kirin was introduced in the databook as the most powerful and "the perfect art of the thunder nature". Raikiri is actually a Chidori that contains more Raiton-chakra.

The best users of the Seishitsuhenka Raiton are the Sandaime Raikage and Sasuke Uchiha, I guess.
