I was gonna say Sasuke, but the comments changed my mind. Its probably more accurate to say the 3rd Raikage. He has OP raiton armour (ultimate shield), Hell stabs (ultimate sword), and he was the one that taught Darui black lightning which is like the lightning version of amaterasu.
Sorry, but I'll have to agree with the anti-Sasuke social group. Amaterasu is indeed a fire based technique but it has never been stated to be a Katon attack. Even in the databook it doesn't specifically state to be a Katon.
Description:
"The ones reflected in these eyes turn to ash!! A black world-destroying
conflagration that scorches all on heaven and earth!!"
The Uchiha clan, originally significant as "those with the fans which manipulate
fire", traditionally specialize in Katon jutsu, but there is a legendary jutsu
unknown outside the clan. This is "Amaterasu". The appearance of these flames
are jet-black. The high temperature is like the sun, and one time touching it is
the last. It is said that this is named after the Goddess of the Sun as it
continues to burn for seven days and seven nights. However, the Mangekyou
Sharingan is necessary to activate this jutsu, and for this reason there are not
many who have learned this jutsu. Therefore, the details of this jutsu are yet
unrevealed...
Picture text:
Top: The black flames that only the owner of the Mangekyou Sharingan can control
are even able to instantly break through the side of a rock toad who breathes
fire!!
Bottom: Jiraiya, who has mastered many jutsu, did not know of the existence of
Amaterasu. What he does understand is the power of the suspicious conflagration.
Amaterasu would be more of an Enton based attack than a Katon attack. I could be wrong though.
Yeah but then it was sealed by a jutsu said to only seal katons...
Fire Containment Sealing Method
FUUINJUTSU; Fuuka Houin (Fire Containment Sealing Method)
User: Jiraiya
Supplementary; Close range; Rank: B
Main text
A kind of Fuuinjutsu (Sealing jutsu) that involves sealing a jutsu's effects within a specific location. As it is tailored for Katon jutsu, it requires a caster well-versed in the exacting art of "Sealing Formulas", as well as in ninjutsu.
Once the sealing is performed, the jutsu's effects cannot be released anew as long as a Kaiinjutsu (Unsealing jutsu) is not applied. An effective jutsu to circumvent any secondary damage a dangerous technique might cause.
Caption
-Exploding flames from a jet-black, eerie conflagration. All sealed fast* and disposed of!!
Picture comments
-The jutsu-sealing space in the scroll is left blank, for the formula to be inscribed in with a brush.
-Even Amaterasu is entrapped in the blink of an eye!!
-The flames are sucked in towards the scroll, and the appearance of the "Sealing" character certifies the technique's completion.
*"Fast" as in "tight and secure".
Chidori and Raikiri are the same exact thing. There is no difference. Kakashi renamed his chidori "Raikiri" after he cut lightning with it before it hit the ground.
Gotta say that at this point in time, Sasuke ranks behind Kakahi, 3rd raikage, Ay, Bee, and Darui.
Lol of course his the best, show me one raiton user creating a lightning technique on the quality and scale of kirin? You can't. That's not to underrate other raiton users such as raikages and kakashi cus they are skilled but sasuke's use of it has surpassed theirs.

3rd raikage is the best lightning user his lightning armor tanked a rasenshuriken which is a massive feat for raiton and its only known weakness is the 3rds own lightning spear
Kakashi developed Chidori (A-rank) at the age of 9 (Kakashi Gaiden) and then improved it to Raikiri (S-rank) shortly after. The technique that killed Rin was Raikiri, as stated twice by Obito himself.
So, yeah, Kakashi had an S-rank raiton at the age of 9 or 10. And that raiton was much more versatile than Sasuke's S-rank raiton which he developed at the age of 16. End of story.
No, it's not almost unusable. First off, if your fighting in a thunderstorm or in rainy/storym conditions(which is bound to happen in the life of a ninja) then the preparation is non existant. In fact he could spam it. Furthermore, current sasuke can spam enton(far more than itachi could in their fight) so the preparation time is reduced drastically. Oh and btw, how do you know sasuke developed it when he was 16?
Kirin was introduced in the databook as the most powerful and "the perfect art of the thunder nature". Raikiri is actually a Chidori that contains more Raiton-chakra.
The best users of the Seishitsuhenka Raiton are the Sandaime Raikage and Sasuke Uchiha, I guess.
