The seal is involuntary, and is programed to do the regeneration on it own, that is the magic of byakugou mode/Creation Rebirth.

Nope. However KSM Sakura can and will survive this since she can regrow any cell/organ/body part instantly. For example if her head was chopped off of her body, KSM Sakura would regrow an entire body to her head.
