can tobi revive ten tails without eight and nine tails..... i mean tobi has one to seven tails.... he dont have eight and nine tails but he have some chakra or some part of eight and nine tails... because he has one leg of eight tails which sasuke brought him.... and he also has nine tails chakra or some part of nine tails in the form of gold and silver brothers which he collected... so tobi can use thest chakra or part of eight and nine tails use them as a substitute and revive the ten tails....

I think it's possible if he just gets the 8 tails. He has the kin-gin bros which both have up to 6 tails each of the nine tails chakra. It should be enough chakra from the nine tails needed.

See that's what I was thinking but the thing is could you suck it out of them? They are after all an edo. And if you could would they still be able to regenerate being that they are an edo summon or would that be it they are done for?

Nope, the gold and silver brothers dont have enough of the nine tails chakra, think of it this way. The kyubi has so much chakra, even after naruto takes its chakra, he was still able to form a massive tailed beast ball. My point is, there is no way madara can revive the ten tails full power without the full kyubi.

P.S even if madara was able to get hold of the kyubi, Minato used the reaper death seal to seal yin half of it's chakra. the yin half was the spiritual energy which madara needs to cast his "Infinite Tsukuyomi".
