Well the one tails has power over wind, the Hachibi can use ink, the slug bijuu had acid, and Son Goku had lava so yes I'd say so.

OT: I think whoever metnioned the yes and no answer is kinda on track...yes in the sense that they can perform unique abilities and attacks, but I think they are more along the lines of embodying their powers as opposed to actual jutsu!
