Yep once Naruto summon his summoning, its up to Naruto how he uses them. He can fuse with them or ask them to fight on his behalf. Same with Sasuke, he can summon Aoda(Aoba don't remember) and can ask his summon to fight on his behalf but like Naurto he doesn't have sage mode and can't use fusion or things like that.

So its within Naruto's powers. he has learned and earned it, not like freebies like Sharingan and Kurama and that's the difference kid.
