Sasuke has the potential to use IT...but so does Naruto.

The thing is they are both missing something the other possesses in order to activate IT.

Sauce is missing the body (the bijuu) to create the Juubi and get the red Sharinnegan to cast it. That's something Naruto has ( the bijuu)

Nardo is missing the eyes of course.

Can Sasuke use IT? Yes, but not without Naruto.

Can Naruto use IT? Yes, but not without Sasuke's eyes.

In other words:

The potential is there but not without his partner in crime.

Bold - Plot assisted him all through out the manga. When has Naruto ever fought against Sasuke dead serious(intent to win at all costs) with offensive attacks while not nerfed of abilities he is surely capable of doing.

OT : IT or not Sasuke still gets neg'd. There is no proof of IT working on a Rikudo user anyway, so using it in a debate is pointless.
