Can Sasuke do Rasengan.

chidori is a lite version of rasengan + lightning to make it more powerful.
to use chidori u have to be extremly fast, else it would lose its form and fade.
thats why kakashi was only able to use it, when he got the sharingan and speed boost, i guess.

go see kakashi gaiden again!!!
he could already do chidori w/o sharingan.
and it isn't required to be fast to use it.

Even Minato couldn't add his element to it, how do you except Sasuke (who's never taught it) to add element to rasengan?

and no Sasuke can't use rasengan. he can't copy it like normal jutsus, because it's just a shape manipulation at the highest level. and also requires a lot of chakra.

1.The rasengan is shape transformation of one's chakra to the "highest possible point". You can't just copy that... you might see the movement of the chakra but in order to use it you must train for this, with the Sharingan you see what? chakra rotating in ones hand... how's that gonna help? you need skill in order to maintain the shape, to add the rotation, the power...
2.Even if he learned the Rasengan (he could learn it, it is a difference from copying it) adding an element to it? I doubt that, and also by the time he could do it, Naruto series would be over... I mean 3 of the greatest ninja ever didn't manage to accomplish this.

+ when Minato was alive there were plenty of Uchihas and still no one could copy it. only 4 people could use it: Minato (creator), Jirayia (tooks him ages or months to learn it), Kakashi (I think he was tought how to use it), Naruto (the same).
