All of that does not make no sense how is chidori related to the rasengan. Kakashi already had chidori, and if minato did try to teach the rasengan Kakashi would've then came up with the idea to combine his nature with the rasengan. Otherwise how would he have known what his nature was in the first place. Sasuke can't do rasengan because he doesn't have the chakra levels tht Minato and Naruto had.minato taught kakashi rasengan and then kakashi tried to add lighting to his rasengan to complete the rasengan,kakashi couldnt add lighting so he create he closest thing: chidori!
it means that sasuke's chidori its related to rasengan so in a way sasuke can use reasengan if someone teach him that tech

He may not have chakra like naruto but he does have a pretty good amount of it(you know, since he spams amaterasu and susanoo most of the time.) Also Sasuke can also use shape and nature manipulation with amaterasu to create the blaze element and the different variants of chidori. so he could posibly learn it if he tried.
The sharingan didn't give him a speed boost. It allowed him to cover himself and see the opponents counter attack.
It is actually quite a neat technique. Since Jiraiya used it to take out of the Pains. And look what it did at the Valley when Sasuke's chid and Naruto's rasen clashed. Same thing when it happened when Sasuke and Naruto ran in slow motion, they were blown away.
