Both are Top Tier shinobi, but I think Minato would win. Minato seems to have a decent amount of knowledge on Sharingan and Uchiha, but Sasuke hasn't shown any knowledge on Minato, other than the obvious knowledge that he was the Fourth Hokage. So this gives Minato the better odds of winning.

Even if Sasuke could beat Minato, he can't destroy the entire village by himself. This thread was pretty biased because you said can he destroy the village if Minato is protecting it.

Minato VS Sasuke can go either way 50/50. Minato could potentially teleport inside susanoo if there is enough space and if his kunai doesn't get destroyed by the enton flames. Otherwise Sasuke can use genjutsu and finish Minato off with amaterasu.

Minato can't teleport amaterasu unless he sets up a barrier beforehand which he won't have the time to do so because amaterasu is too fast.
