if you mean strong like strong in Physical Strength, than she might be 3rd strongest:

1) Chouji
2) Naruto (Sage Mode or Kyuubi Mode)
3) Rock Lee (Gates)
4) Sakura

BUT if you mean normal powers as who beats who, than she is 9th "strongest":

1) Naruto
2-3) Rock Lee and Neji
4) Shikamaru
5) Shino
6) Chouji
7) Kiba and Akamaru
8) Hinata
9) SAKURA
10)Ino
11)TenTen
