Sakura is slow, she doesnt have the relexes to block lee's taijiutsu, nor does she have the speed to hit lee

if you mean strong like strong in Physical Strength, than she might be 3rd strongest:
1) Chouji
2) Naruto (Sage Mode or Kyuubi Mode)
3) Rock Lee (Gates)
4) Sakura
BUT if you mean normal powers as who beats who, than she is 9th "strongest":

Rock Lee wouldn't even need to remove his weights to beat her. She's strong physically, but is lacking in speed compared to Rock Lee
