Can Rock Lee use a Summoning Jutsu?

Lee has ki like Goku U_U and also summoning is ninjutsu which means you have to mold chatora before you can use it

Lee can only place Chakra in the physical sense to make His kicks and punches stronger to move faster the 8 gate only removes the bodies normal restrictions that are safety locks to keep you alive. Ninjutsu and Genjutsu work because the person can mold chakra to activated the jutsu,Lee can't mold Chakra so He can't use Ninjutsu or genjutsu. Lee can only put His chakra into Taijutsu.
