can naruto only use half power of kyuubi?

Has anyone thought that if only half of the nine tails chakra has been sealed into naruto could that mean that the nine tails is out there somewhere, say the other half of him. So when the nine tails was sealed into naruto it disrupted the nine tails and sent his other half away somewhere lol.

Another point; If the nine tails and the kyubi are so powerful together, why does akatsuki bother. Like seriously even half of the nine tails is stronger than the 8th and now naruto can control the nine tails wouldnt that mean, game over, naruto wins, fights madara after a mile of fillers until the anime catches up to the manga and naruto kills madara, and unless sasuke gets some kind of tailed beast. Naruto just goe's BAM im big red with tails, you just got decapitated or something and thats the end. I really like naruto but some of these unstated facts are alittle displeasing.

one more thing, one episode and one manga a week, really cant they bring out a little bit more. Alot of animes and manga's bring out alot more each week.
