Throughout the manga Sasuke said a lot of things, made a lot of claims but he wasn't right all the time. Sasuke's knowledge of Naruto's powers was limited at the time so Sasuke asking Naruto to not go outside doesn't prove that Naruto is vulnerable to IT.
