He would have no offense if he lost his Rinnegan. Though if he never got it, he would have learned something else. But that's irrelevant to the topic.

Somewhat. He should have the potential to use it, but nothing actually implies that he can. Though if you make a thread with conditions of him having the feat, then no one can say anything as its your thread. It wouldn't be as bad as saying Naruto can use Hiraishin for a thread though.

It's a special ability for those within the clan, even Kushina said it was her special chakra.

Orochimaru stated that Karin is like kushina, with special chakra.

Mito, a full blooded uzamaki wasn't stated to have special chakra.

You can't compare uchiha's having sharingan genjustu's, since outsiders like Kakashi can use sharingan genjustu as well.

Based on our knowledge on manga Shisui should meet 3 conditions to be able to use katon.

1.He should an Uchiha: Yes he is.

2.He should be a shinobi(None shinobi Uchiha has no reason to learn jutsu):Yes he is.

3.He is skilled enough or not: He is one of the two most skilled Uchiha of his time so with a little commonsense we can imply that he can use it.

Now for Nagato he need to meet two conditions to be able to meet two conditions:

• As of now only female members used it: Nagato is not a female so he can't use it according to this.
• We don't know about Karin but Kushina was trained by Uzumaki clan members so lets say that Uzumakis can learn it by training: Nagato has no relation with any of his clan members not any other shinobi so he can't use it even by this logic.

Last but not the least: he never used it.
