Well IMO i think he cannot activate SM.If Madara could activate SM he would have done it but he went to Hashirama and took his SM chakra.
So to answer your question: no he cannot(IMO).

He did absorb the sage chakara from hashirama..all of it went into the face in madara chest he said he needed hashirana sage chakra for the tailed beasts...he said something like that in the earlier chapters.
