Can Madara Control The Jinchuriki?

Ok. Ive Been Thinkin. If Madara Really Wanted the 9Tails or 8tails why didnt he go get them himself. . So why the need for akatsuki to go get the bijuu. Im Sure with EMS he can just control the bijuu inside and stop all of KB's Power and with Naruto just place both the Kyuubi and Madara in a genjutsu. There is obviously a flaw in that aspect. If he can only control the full bijuu that leaves the Jinchuriki safe. But Why is That?

If Sasuke Can Communicate With the Kyuubi while its inside Naruto Im Sure Madara Can. So. Why Must It Reveal its self to himself to Madara to be placed in a genjutsu?

Maybe he doesnt want to risk that small chance of getting killed? I would rather sit back and have people do my dirty work before I start the tougher stuff.

I dont think he can control them when they have hosts, so, sasuke could only go inside naruto's mind because the sharingan has a conection to the Kyuubi(not the other tailed beasts)
And because naruto was not yet able to control the kyuubi, so they are not really partners, not like killer bee!!

also, madara said he is not complete yet, that he is only an outer shell of hiself, so it would make sense if he has not enough power at the moment to do that!

Im guessing that the seal has somthing to do with it for naruto anyways. I think only moukton(wood style) can control tailed beasts other then kyuubi.
