can every uchiha with MS use Sasuno,Tsukiyomi and Amatarasu

Just asking can Madara can use sasuno and itachi can use tsukiyomi in 3tomoe sharingun also when sasuke faught danzo he said 'its been a long time since I've seen amatarasu' suggesting he's seen another uchiha use it before
