After Suiton chakra is gathered, you cannot change the said chakra's element. Mizu clone = Suiton chakra. Does not have to be water, but Suiton chakra. That is like asking a Water jutsu to turn into a fire jutsu since it has the users chakra in it.

Except it isn't suiton chakra, it's Actual water that's used as a medium
