I'm guessing that's how the Byakugan works. Their peripheral vision is 360 degrees.

They can just know that they are under a genjutsu ; not to release it .
For example : Kakashi vs Itachi part 1 : Kakashi knew that he was under genjutsu ; but he couldn't get himself free .
If it is a powerful genjutsu like Tsukuyomi , KotoAmatsukami , Izanami ; they can't get free ...

Kakashi does NOT mean X ray vision. If that was the case, Naruto wouldn't have been shocked at Neji's capabilities during their fight and we wouldn't have gotten an explanation by Tenten.

Kakashi says insight. Both the more literal fan translations say insight and so does the raw.

There's also the fact that we even see Hinata attempt to see through Tobi's Genjutsu, only for it not to actually be a Genjutsu.
