I honestly don't get it... I mean they each only got half the power.

Naruto has always been on Rikudou's level

Naruto = SENJUTSU + ALL TAILED BEAST , which gives you the body of the sage and his power (strength)

Sasuke = RINNEGAN + TAILED BEAST CHAKRA, which gives him the sages eyes and his Power (strength)


They both are on his level in terms of strength and power

This, its a hype line similar to how the Raikage was stated to be approaching Bijuu level of chakra.
