Naruto has always been on Rikudou's level
Naruto = SENJUTSU + ALL TAILED BEAST , which gives you the body of the sage and his power (strength)
Sasuke = RINNEGAN + TAILED BEAST CHAKRA, which gives him the sages eyes and his Power (strength)
They both are on his level in terms of strength and power

The line of kyuubi simply refers to the fact that sasuke is taking in bijuus chakra inside him like rikudou, and madara, obito, kaguya have all done the same
