He hasn't been using gates the entire time, but he did open the 7th gate for that move. There is clearly an aura around his hands when he makes the tiger sign, meaning that the gate was opened.

Did you take a look at his hand sign? Like said before it has his aura around it. I was like what the heck is that handsign??? Who is that? (turns page) OOOOOHHHHHH it's Gai's Tiger attack, Ha! Take that Madara!
