[Debate] Can a woman rape?

Getting bored, want to know your guys's's opinion.

This is my friends story: My friend is washing his car when his male neighbor saw a little girl fall from her bike, so he goes to help her. The parents see him picking her up, and call the police and he is arrested for sexual assault and attempted rape.​

Two weeks later the girl falls off again (why aren't her parents there to help her?!) and a woman comes by and helps her up and asks her where she lives etc. No one bats an eye, and the girl gets home safely, and the parents are pleased with the woman. He asks the parents if they feel the woman was dangerous, and they respond "Women cant rape."​

What. The. Hell
