Yeah maybe but that would only be his power . Nothing special . Also it would be useless as **** cuz why the hell would he eat ? He will be able to swim anyway

No because fishmen hone water techniques their is no water devil fruit because the fishermen use water anyway. Plus if their was a water fruit user what would his weakness be .... Water? Ocean water is the weakness to all devil fruits think of it as a great big devil fruit trying to kill other fruit Users the answer is no.
How can a devil fruit user swim... The fruit doesn't exist

they say your body is made up of 70% of water anyways..
what if the fruit did exist but you still keep your weakness to sea water but instead gain the power to turn your body in water using the water in the air and the natural water in your body..

anyway if you guys think about it, it's possible. DF users are only weak against SEA water and seastone as far as I can remember. a DF that controls normal water may exist, tho it's highly unlikely that Oda will make it ever.

From my understand regular water doesn't really affect devil fruit users it's the salt water tht does
So I guess tht would work for a water fruit user but it can't go into salt waters if that makes sense...

It would either
a) be a suicide fruit or
b) a fruit that gives grants them water manipulation and the invincibility to water.
Don't know if it exists though... given Oda's creativity it will be shown sooner or later

If it did it would only be able to control fresh water as we saw in thriller bark that plain salt can neutralize a DF and sea water has salt so we can conclude that salt is they key to neutralizing DF powers.
