Actually it could exist just not as a logia. A paramencia that turned the body into flowin water would work, because in one of the SBS's that talked about DF users bathing any place where stagnant water gathers will take away a fruit users abilities. As long as the user is a body of water, like a logia would be, and instead a flowing water man his powers would still work 100%.
