I dont think you could just take any eyes and unlock the sharingan.
If you could then the whole MS worry about going blind wouldnt be an issue, oh my eyes are blind, ill just get new ones off any random person and then start over again from base sharingan. Oh you cant unlock the sharingan? Let me unlock it for you then ill put my old eyes back in again later.
The sharingan was meant to be something that was a rare occurance in the uchiha family. If they could just unlock it randomly, everyone would have been given sharingans.
