CAn 1 even really balance a game like storm?

I see alot of people complain about OP characters and unbalancness in a game. My question is, just how much can a game be actually balanced? Susanoo for instance, people complain it is too strong blah blah. But i mean, its susanoo, he is suppose to be overpowered. Just how nerfed can susanoo get before people are happy?

Lets say they add madara, I can see it now that the gaming community is going to be complaining about that one too. Oh he is too OP this this and this, well.....he is madara.....he is SUPPOSE to be op. I can see characters like........ten ten and kiba being too OP and people complaining. But if they are basically they strongest in the show, I think it should show in the game as well. If I go susasnoo against your Ino well......I shouldn have to worry if your ino will overpower me because SHE SHOULDN!

Im just curious, when do we draw the line between balance, and overly milking characters that should be OP in the first place.

im not saying make madara so strong that no other character can beat him.....but in a sense, we are talking about madara here. he SHOULD be OP in a sense.

They should stop complaining. The power scaling is equal and that's fair enough. I never saw a problem with "broken moves" that people use for easy wins. Using the same moves over and becomes predictable leading to easy counters. Their moves arnt broken, the other player sucks. I'm not saying I'm the best but your definitely gonna have FIGHT to beat me. Shout out to all the other spam killers

No game can be balanced. They'll all have some kind of hole, for others to abuse, spamming, rigged team/player, playing/fighting style, etc.

They will always balance games like this.
People will always have favourite characters.
For example, if my favourite was Sakura (hahahaha - No chance in Hell it would be sakura).
But if it was - I'd want to be able to use my character in any battle.
If they didnt balance it, and you were up against the likes of Madara - the only character you would be able to pick is either another Madara or the 1st Hokage. Otherwise - instant defeat.

I see your point. but they do it to keep the fans happy. To make any character available in any match...

I feel the same way. People complain about spamm all the time, although it is annoying at times, They are only doing one move. Once you figure out how to counter their repeated tactic, the game is easily won. Only reason people complain about it, besides it being annoying, is because people are thinking," OMG he is spamming omg!", when they should be thinking, "damn this kid keeps usin the same move, how can I beat it?" That thought difference alone can change a game. Just like Itachi said, "every jutsu has a weakness". I take that quote to heart because I can also apply that saying by saying, that every tactic has a weakness as well. Some are easy to find, while others are harder.
