Graphics aren't a huge part of the game as much as content is.
Look at Super Mario. Do you know how many people would prefer a classic 8-bit game over a cod game?
Its all how interesting the game is. Call of Duty is dying out, and my prediction is that when cod stops selling, IW and 3arc and sledge hammer, etc. All of those who had their part in cod will go their separate ways and move on to some other series.
People say all call of duty games are the same, and well.. they are, for the simple fact being they are all cod games. They will always be the same, only with minor adjustments or extra perks in the gameplay.
Those who mentioned Black Ops 2 being set in the future, I know it sucks that now its getting set towards the modern warfare time periods, but think about it, the Black Operations took place during the Cold War, which held events such as the bay of pigs, cuban missile crisis, vietnam and korean wars.. There's not much left to cover. Well if you say, hey, the korean war wasn't extensively covered in black ops, they cant really make an entire new game based on the korean war, it would be completely unappealing because it would only hold that event.
Therefor, the only thing that was even the slightest bit of attraction to the public would be a futuristic setting with familiar faces. They are taking the cold war and the black operations and predicting the future after these events in history.
Also, they're adding in a zombie campaign. (which will probably be the only reason I buy this game) I am a bit excited for it, those of you who don't play the zombie side of cod, I highly suggest you give it a try, it is funner than the actual multiplayer imo.
I, too, am not too excited for Black Ops 2, nor am I excited about it. The only reason I'd buy the game is if the Zombie campaign is good.
To be honest, I'm more excited for Pokemon Black 2 and White 2 lol.
