But ifthey are in the same universe, you have to assume that Chakra=reiatsu. Otherwise the whole thing doesn't work.

Quincies don't have Zanpakto either, that is not stopping them. Assuming that chakra=reiatsu (otherwise the entire question is meaningless) Itachi wins with genjutsu.

Most characters with names in Bleach are as fast as Minato because of Flash Step/Sonido.Byakuya takes this easily.Not even Bankai worthy if you ask me.He can just storm Itachi's Susannoo with Senbonzakura until he gets exhausted and block Amaterasu by having a constant shield in front of him.

When is it mentioned that the petals actually touch and spread the fire around.Besides there are millions of the things and it would take more stamina than Itachi has.
He can just defend like this and discard the burned ones.

Byakuya is a bit too fast to be caught by Itachi's Susanoo.The way to beat Itachi if you are fast is just play the waiting game while he gets exhausted.

He wouldnt even have to use his shikai for it.. just flash-step and done.
Not quite the case because we saw Itachi reacting to Kirin with Susanoo instantly.

No one with in the naruto Verse can match those of bleach, EVEN if they where in the same universe.
Everyone in bleach moves as fast as FTG in naruto, however it is completely different. Unlike FTG flash step (The method bleach characters use) does not require seals, it is the body of the character/ the limbs that work this technique. In other words the bleach character (Which in this case is Byakuya) can move anywhere, anytime, without any effort, nearly the speed of light.
Even if we were to slow him down, Byakuya knows Kido, which is spells (Basically) that can create almost anything (in multiple elements) and quantities. He is also very good at using Kido, as shown in the anime/manga. It takes him no time at all and no effort.
This is all without him even using his soul reaper. In its first state (Not bankai) it can not be seen or heard, yet with enough power and speed to cut throguh metal with relative ease. IF he uses his Bankai, you are talking about millions, upon millions of petals so sharp and deadly they would cut your skin with no effort what so ever. this can surround his opponents and keeps cutting till there is nothing left.
