sharingan can predict movement and that ability is pretty much useful in taijutsu battle, since you can read your opponent movement and prepare for the right counter

byakugan can see chakra flow and with jyuken byakugan can completely stop all the chakra flow and disable the opponent from using ninjutsu, not to mention bykaugan have deadly attack with taijutsu move that the sharingan user can't use

not really its 359 actually, there is 1 blind spot for byakugan, that's why there is something that called kaiten/rotation to make up for that flaw,

but even if he can see where the enemy attack come from it doesn't matter if the attack is way to fast especially in taijutsu fight where all attack is close range, you will need great reflexes to do that

EDIT: This is kind of impossible to decide - is it (A)Neji WITH his Byakugan vs. Sasuke WITH his full Sharingan - (B)or merely you take a Byakugan eye and Sharingan eye, put them on the floor and waits to see who blinks first... if it's (A) then it depends on the reflexes of the Sharingan host, if not - draw.
