Okay, my logic behind this is that we really have no idea who is hooking up with who in Narutoverse. The Rinnegan is practically the same color as the Byakugan. Therefore, you probably have to be born with it or have it transform from a Sharingan. The Rinnegan seems like it has a 360 degrees sight of vision just like the Byakugan.
