Yes, but if the guy is born with a small chakra pool, he will be exhausted the second he activates his eye.
EMS doesn' t grant a huge chakra pool.
If you give a huge chakra pool that allow the EMS user to use Susano'o, you should also give the byakugan user the same amount of chakra.

I never said Naruto attack has the same name as Kaguya attack but both are chakra based punches.

The real point here even stated by Databook-Vacuum Punch is created from Kaguya mastery in manipulating chakra.

So above came first and there is no mentioning about Byakugan relation to Chakra punch creation.

And then DB stated-when it being paired with perfect Doujutsu Kaguya has, the attack becomes more destructive.

So Byakugan just making Vacuum Punch much stronger but it not created from Byakugan.

But people here were under the impression that Vacuum Punch or any Hyuuga jutsu came from Byakugan.
