Amateratsu allows you to burn what you see. Byakugan allows you to see more. So at least for Amateratsu, you can hit anyone.

Maybe IT is like Kotoamatsukami, no eye contact needed.

That is why ninjas can't cheaply not look at the moon to avoid IT. If they could, then they would all stay in there homes and not look at the moon insead if fighting a world war.

What if Kayuga's 360 vision Byakugan allowed her to use Sharingan Genjutsu with her 3rd eye on people not in her vision.

That is how she was able to use Infinite Tsukuyomi even when the moon didn't exist.



The Genjutsu uses her omniscient Byakugan sight to track down targets.
