chunin exam that the SHARINGAN was a decendants of the BYAKUGAN. If so does BYAKUGAN would able to read the uchihas tablet of secret? And possibly even more than the Mangekyo Sharringan?

byakugan cant reed the tablet only sharingans and rinnegan can
byakuan is most likely a mutation from rinnegan or sharingan.the only part kakashi was right is that they are related

Kakashi didn't "state" it.

He said more along the lines of "...it's believed the Sharingan has roots in the Byakugan...". He wasn't wrong, he didn't state it as a fact. He was merely saying what people nowadays believed.
