he might not have come back because he might have had to lick his wounds, and he should have known that the jinchuriki who can not protect themselves would be protected by the village they live in, you have to remember that each village that has a biju will try to protect it, even if they fear the beast/jinchuriki. they don't want to lose it's potential power.
I'm guessing madara spent his time analyzing the jinchuriki and theyr fighting style as they developed and let them grow to a point where the villages might belive that they can hold theyr own. in the same time he formed akatsuki with some formidable members capable of taking on these jinchuriki.
that way he could chose the fighters so they have a good advantage over the jinchuriki and stay in the shadows himself.

and on topic, I doubt the would have burned the body, she said that the rinnegan is a treasure of the rain village, she would not burn them unless they were in danger of being lost and used against them. plus, nagato is one of her dear friends, I suspect she could not do it unless she knew it was nagato's own wish.

tobi was able to take on the 4th, and able to heal from wounds such as those fairly quickly with those zetsu style techniques. I'm thinking he could have come back in a couple weeks and gotten naruto at some point when he was alone, and BAM. Just look at what happened to Kushina, she was protected, as protected as she possibly could be, and by all accounts accepted by the village, maybe even loved by the villagers. The reason people hated naruto so much was because of the attack that tobi caused. I'm pretty sure if he could get to kushina, he could get to naruto, and without Minato around, I'm confident nobody was going to be able to stop him, or they would have when he attacked the Namikaze family



Course that would mean no story, and no naruto series.

I think the absolute funniest this could turn out.

He manages to barely beat konan. uses a Genjutsu to get the information out of her, only to find out.... she doesn't know where Nagato is buried, she gave the body to somebody else to bury just to protect the Rinnenegan.

the whole "ARE YOU KIDDING ME" moment from tobi would SO be worth it.
