Buggy is the next shicibukai

In the last episode of one piece anime it showed buggy receiving a letter, and he was incredibly surprised,

and my prediction is that buggy has been chosen to be the next shicibukai i say this because 1. at marineford buggy was continually showed on broadcasts to the news around the world and his crew manipulating the 'media' to make it look as thow buggy had done great things making look strong 2. also in the same episode it showed the higher ups discussing the fact that they need 2 new shicibukai leaving space for buggy to be one 3. and last buggy was also crew member of gol. d roger wether it is known fact or not i reckon the goverment know of this and may thing he is capable of being war lord

there is another reason why buggy could be selected by the goverment as the new warlord, he manipulates a big number of the escapees from impel down, and this way the marines can handle many of them without having to chase them..
